What Is the UMPJE?

The UMPJE (Uniform Multistate Pharmacy Jurisprudence Examination) is a new standardized pharmacy law exam developed by the National Association of Boards of Pharmacy (NABP).

Unlike the traditional MPJE — which tests the specific pharmacy laws of one individual state — the UMPJE assesses knowledge of pharmacy law principles that are common across most U.S. jurisdictions, along with applicable federal regulations.

The core benefit: instead of taking a separate law exam for every state you want to practice in, you take one exam that satisfies the jurisprudence requirement in all participating states.

Key clarification: The UMPJE is not purely a federal law exam. While it covers federal regulations (DEA, FDA, HIPAA), the majority of the exam tests general state pharmacy law principles shared across jurisdictions — scope of practice, prescription requirements, controlled substance handling, compounding standards, and more.

Why Was the UMPJE Created?

The push for a uniform exam started at NABP’s 118th Annual Meeting in 2022 when members passed a resolution to develop a national standardized pharmacy jurisprudence examination. Several forces drove this decision:

Cost advantage for multi-state licensure: The UMPJE costs $450 total ($100 app + $350 exam) compared to the MPJE at $270 per state ($100 app + $170 exam). If you’re seeking licensure in 2 or more states, the UMPJE saves you money — one $450 exam vs. $540+ for two separate MPJEs. For 3 states, the savings jump to $360.

3-Option Multiple Choice

Each question presents 3 answer choices (A, B, C). Select the single best answer. No K-type, no “select all that apply.”

Scenario-Based Stems

Questions present real pharmacy practice situations — dispensing, counseling, compliance, and regulatory scenarios you’d face on the job.

Computer-Adaptive

The exam adapts to your ability level in real time. Answer correctly and questions get harder. Answer incorrectly and they get easier.

No K-type questions: NABP moved away from K-type (complex multiple-choice) questions years ago on the NAPLEX, and the UMPJE follows the same modern format. You will not see combination answers like “A and C only” or “All of the above.” Every question has exactly 3 choices with one correct answer.

State-by-State UMPJE Adoption (2026)

As of March 21, 2026, the states clearly requiring the new UMPJE in 2026 are Arizona, Iowa, North Carolina, and Rhode Island beginning April 1, 2026, with Ohio joining as UMPJE-only on October 1, 2026. Kansas and Maryland are adopting the UMPJE in 2026 but still allow alternative state-specific pathways during their transition periods.

UMPJE required effective April 1, 2026. The Arizona MPJE is no longer offered or required after March 31, 2026.

Iowa

UMPJE Required

UMPJE required effective April 1, 2026. Applicants for pharmacist licensure must take the Uniform MPJE.

North Carolina

UMPJE Required

UMPJE required effective April 1, 2026. The NC MPJE is no longer offered after March 31, 2026.

Rhode Island

UMPJE Required

UMPJE required effective April 1, 2026. The RI MPJE is no longer offered after that date.

Transition

Accepts either UMPJE or Ohio MPJE from April 1 – Sept 30, 2026. UMPJE-only Oct 1, 2026. UMPJE applicants must complete a no-cost, ~60-minute Ohio law review course (available May 2026). Ohio 2026 grads can take UMPJE before graduation.

Kansas

Transition

Accepts either UMPJE or Kansas MPJE from April 1, 2026 through April 1, 2027. Not a UMPJE-only state in 2026.

Maryland

Transition • June 2026

Beginning June 1, 2026, accepts either UMPJE or Maryland MPJE. UMPJE applicants must complete a MD-specific webinar/module and competency assessment.

Coming June 2026+

NABP’s broader UMPJE rollout begins June 1, 2026 for additional jurisdictions that adopt it. The list of participating states is expected to grow throughout 2026 and beyond.

Illinois note: In official November 2025 board minutes, IDFPR indicated it will adopt the UMPJE when it becomes available (anticipated June 2026). However, as of March 2026, Illinois was still discussing both the UMPJE and IL MPJE item development. We do not list Illinois as confirmed until clearer candidate-facing implementation guidance is published.

Florida clarification: The current official Florida Board of Pharmacy licensure page still instructs applicants to submit exam requests for the Florida MPJE, not the UMPJE. Do not assume Florida has switched.

How to Study for the UMPJE

The UMPJE is new, but the content isn’t unfamiliar if you’ve studied for the MPJE before. Here’s a structured approach:

    NABP recommends using the UMPJE Content Outline as your primary study roadmap. Go through each domain and subdomain above — if you can’t explain a topic, that’s a study gap you need to fill.

    Take the Pre-UMPJE Practice Exam

    NABP released the Pre-UMPJE in January 2026 with 40 questions. It won’t be enough on its own, but it’s essential for understanding the question style and identifying weak areas early.

    MPJE prep materials — including MPJEReview courses — remain highly relevant. The federal law content is identical, and the universal state-law principles tested on the UMPJE are the same foundational concepts covered in state-specific MPJE prep. The difference is emphasis, not content.

    Some UMPJE-adopting states (like Maryland and Ohio) require additional state-specific assessments or review courses on top of the UMPJE. Check with your target state board of pharmacy for their specific requirements beyond the UMPJE itself.

Frequently Asked Questions

Do I need to retake the exam if I already passed my state’s MPJE?
No. Candidates who have already passed the state-specific MPJE for a given state will not be required to retake the UMPJE for that state. Your existing pass remains valid.
Is the traditional MPJE going away?
Not entirely. NABP has confirmed the state-specific MPJE will remain available. Each state board individually decides whether to adopt the UMPJE, continue with the MPJE, or offer both during a transition period.
Can I take the UMPJE if my state hasn’t adopted it yet?
Generally, no — you take the exam required by the state where you’re seeking licensure. However, if you’re also seeking licensure in a UMPJE-adopting state, you would take the UMPJE for that state. The UMPJE only “counts” in participating jurisdictions.
Will the UMPJE make multi-state licensure easier?
Yes — that’s the entire point. Instead of studying for and passing a separate law exam for each state, pharmacists can pass one UMPJE to satisfy the jurisprudence requirement across all participating states. This reduces cost, study time, and regulatory burden significantly.
What about the “plus modules” some states mention?
NABP encourages (but does not require) states to develop supplementary “plus modules” that assess state-specific laws and regulations on top of the UMPJE. Ohio, for example, requires a no-cost Ohio law review course. Maryland requires a state-specific webinar/module and competency assessment. Check your state board’s website for their specific requirements.
How many times can I take the UMPJE?
You are allowed 5 attempts total to pass the UMPJE. Make each attempt count by studying thoroughly with the content outline and practice exam before sitting for the test.
What about licensure transfer / reciprocity?
The UMPJE streamlines the current reciprocity model. Pharmacists transferring their license to a UMPJE-participating state may not need to take another law exam if they’ve already passed the UMPJE. However, you must still meet all other licensure requirements (NAPLEX, internship hours, application, etc.) for each state.
