The pharmacy licensure landscape is changing quickly. The Uniform MPJE (UMPJE) launched for early adopter jurisdictions in April 2026, and additional jurisdictions began administering it on June 1, 2026.

This guide has been updated to reflect the current NABP participating-state list, including Florida, Montana, Nebraska, Washington, and West Virginia, which were not listed in the earlier March 2026 version.

What changed since the March update: NABP now lists 12 UMPJE participating states: Arizona, Florida, Iowa, Kansas, Maryland, Montana, Nebraska, North Carolina, Ohio, Rhode Island, Washington, and West Virginia. Florida implemented the UMPJE on June 1, 2026 and retired the Florida MPJE/Laws and Rules Examination. Washington starts UMPJE testing on July 2, 2026.

What Is the UMPJE?

The UMPJE (Uniform Multistate Pharmacy Jurisprudence Examination) is a uniform version of the MPJE developed by the National Association of Boards of Pharmacy (NABP) for boards of pharmacy to use as an additional option for assessing pharmacy law competency.

Unlike the traditional state-specific MPJE, the UMPJE assesses general state-law principles that are uniform across jurisdictions, along with applicable federal law. Participating boards may adopt the UMPJE, continue using the state-specific MPJE, or offer both during a transition period.

Key clarification: The UMPJE is not simply a federal law exam. NABP describes it as an exam that covers federal law while focusing on areas where state pharmacy laws overlap across most jurisdictions.

Why Was the UMPJE Created?

The UMPJE was created to support pharmacist licensure portability while still allowing boards of pharmacy to assess law competency. NABP states that boards can use the UMPJE as an additional tool and that candidates seeking licensure in UMPJE-adopting states may be able to take one law exam rather than separate state-specific exams.

Traditional Friction

  • Separate law exam for each state-specific jurisdiction
  • Repeated fees and separate testing appointments
  • Complexity for graduates and pharmacists seeking multi-state practice
  • Difficulty tracking constantly changing state-specific requirements

UMPJE Model

  • One uniform law exam for participating jurisdictions
  • Score transfer available for UMPJE results
  • State boards retain authority over licensure decisions
  • States may add local requirements where needed

Question Format & Sample Question

NABP describes the UMPJE as a selected-response exam. The official UMPJE sample items currently show a three-option multiple-choice format, and the content outline includes non-active sample items to illustrate how questions are classified to the blueprint.

Selected Response

Answer choices are presented on screen; select the best answer and confirm before moving forward.

Practice-Based Stems

Questions are framed around pharmacy law decisions: prescriptions, dispensing, compounding, security, reporting, and operations.

Computer-Adaptive

The MPJE/UMPJE uses adaptive technology, so you cannot skip questions or return to earlier answers.

Precision update: The official sample documents show three options (A, B, C), but NABP also notes that sample formats may be updated, revised, added, or removed in the future. Treat the current samples as format guidance, not a guarantee that no future item type could change.

Sample UMPJE Question from NABP Content Outline

Sample Question • Domain 1: Pharmacy and Pharmacist Practice • Subdomain E

A pharmacist receives a patient-specific prescription for a compounded medication on the FDA drug shortage list. The pharmacist must:

  • Acompound the prescription using FDA-approved products.
  • Bdispense a commercially available product.
  • Crefuse to compound the prescription.

State-by-State UMPJE Adoption

As of June 18, 2026, NABP lists 12 participating states. Always confirm with the board of pharmacy for the jurisdiction where you are applying because some states require local modules, board-specific applications, or different requirements for licensure transfer.

How to Study for the UMPJE

  1. 1

Start With the Official UMPJE Content Outline

Use the four domains and subdomains as your master checklist. If you cannot explain a topic in your own words, treat it as a study gap.

  2. 2

    Take the Pre-UMPJE

The official Pre-UMPJE is 40 questions, 50 minutes, and can be taken once annually. Use it early enough to adjust your study plan.

  3. 3

    Study Universal Law Principles

Focus on the legal reasoning that applies broadly: valid prescriptions, corresponding responsibility, counseling, non-pharmacist personnel, compounding, controlled substances, record keeping, technology, privacy, and board authority.

  4. 4

    Do Not Ignore Federal Law

Federal law still matters. Prioritize DEA controlled substance rules, FDA concepts, HIPAA, DSCSA, compounding standards, hazardous drug safety, and adverse event reporting.

  5. 5

    Check Local Requirements Before Buying

Some states have plus modules or local law courses. Ohio requires its pharmacy law course for UMPJE/reciprocity applicants unless exempt. Maryland requires a Maryland-specific module and competency assessment for UMPJE applicants.

  6. 6

    Plan Score Transfers Early

If you need multiple participating states, consider score transfer before the exam or within 89 days after sitting for the UMPJE. The score transfer fee is $105 per jurisdiction.

Frequently Asked Questions

Which states currently participate in the UMPJE?
As of this update: Arizona, Florida, Iowa, Kansas, Maryland, Montana, Nebraska, North Carolina, Ohio, Rhode Island, Washington, and West Virginia. Washington starts UMPJE testing July 2, 2026.
Did Florida switch to the UMPJE?
Yes. Florida implemented the UMPJE effective June 1, 2026, and the Florida MPJE/Laws and Rules Examination is no longer administered beginning that date.
Do I need to retake the exam if I already passed my state’s MPJE?
Generally no for the same participating jurisdiction if you achieved a passing result on the state MPJE on or before the transition date. Always verify the specific board’s rules.
Is the traditional MPJE going away?
Not entirely. NABP says boards may adopt the UMPJE or continue using the current state-specific MPJE. Retirement dates vary by participating state.
Can I transfer my UMPJE score?
Yes. NABP offers UMPJE score transfer. You can purchase score transfer when buying the exam or up to 89 days after taking it. MPJE results are not transferable because the MPJE is jurisdiction-specific.
How many times can I take the UMPJE?
The UMPJE has a maximum of 5 attempts unless a board of pharmacy determines otherwise. After a failed attempt, the mandatory waiting period is 30 days, unless your jurisdiction requires longer.
What about “plus modules”?
Some states require local law education or assessments in addition to the UMPJE. Maryland requires a state-specific module and competency assessment. Ohio requires an Ohio Pharmacy Law Course for UMPJE/reciprocity applicants unless they passed the Ohio MPJE before October 1, 2026. Kansas references a Kansas Plus Module with exemptions for KU School of Pharmacy graduates.
